Alex,
Open forums is the new place for Programming and SEF. We've made Programming and SEF so that everybody can access them, instead of only those that can access the rest of the forums.

It means that these forums (Programmers and SEF) are open to anybody. Anyone can come in and join them. The Fathers Forum (and others), however, are locked down so that folks can't just walk in (they have to go through the Door of Steve first).
