Photo Editing Software

I've been upgrading my web design tools, etc., and I need a good image editor that's not too expensive. I am a homeschooler (so I could get an educational version) , but I would be needing it for commercial purposes. Right now, I can't spend the $500.00+ to get Photoshop CS2- but what about Photoshop Elements 4.0? That's $90.00 on Amazon brand new- but I don't know if it would be good enough. Basically, I want it to help me in my web design work (as fireworks would help dreamweaver). If anyone has any tips and pointers, that would be great! :)

My sister uses elements, and likes it. It is rather similar to a stripped-down Photoshop. If you're looking for alternatives, PaintShop Pro (I don't know the web address), is cheaper, and does many of the same things.

What's your experience with Gimp? I found it to be bewildering! I did find some online tutorials but I have since lost the link. I am sure a few minutes with any search engine would rediscover them. I was able to complete the task I needed: I was able to crop and save a picture in a lower resolution so it could be emailed more easily.
